More than 17,000 enforcement proceedings due to non-payment of fines from territorial recruitment centres (TRCs) – this is the statistics for the beginning of 2025, which indicates a large-scale legal problem.

In a comment for The Page, attorney at LESHCHENKO & PARTNERS Danylo Tryasov noted that fines of UAH 17,000-25,500 become a financial burden for many people liable for military service and often lead to a debt trap.

Reactions to fines vary:

  • some people pay fines immediately after receiving the decision;
  • others ignore the documents and further actions of the executors;
  • some cannot pay even a 50% reduced amount;
  • many Ukrainians challenge fines in courts, often successfully.

The lawyer also drew attention to the practice of repeatedly imposing fines for the same violation, which is a direct violation of the Constitution of Ukraine, but happens in practice.

Courts often cancel such fines due to procedural violations or lack of corpus delicti, which allows to remove all restrictions from the person’s accounts and property.

“If the fine is not paid within 15 days, the amount is doubled, a 10% enforcement fee is added, and accounts or property may be seized. Upon completion of the enforcement proceedings, the arrests must be lifted, but this does not always happen promptly”
