Reorganisation of the Odesa Law Academy: LESHCHENKO & PARTNERS represents the interests of the staff in court

LESHCHENKO & PARTNERS represents the interests of the staff and university community of the National University “Odesa Law Academy” (NU “OJA”) in a high-profile case against the Cabinet of Ministers of Ukraine and the Ministry of Education and Science of Ukraine.

The dispute is about challenging decisions that effectively liquidate the university as a separate higher education institution:

  • Cabinet of Ministers Order No. 111-r of 12.02.2025
  • Ministry of Education and Science Order No. 213 of 13.02.2025

The lawsuit was filed on behalf of the Primary Trade Union Organisation of the university. Among the key arguments of the plaintiff are:

  • Violation of the right of the labour collective to participate in the reorganisation process
  • Lack of public consultations with teachers, students and the public
  • Unclear criteria for selecting a university for reorganisation
  • Unlawful application of norms that do not apply to higher education

On 14 March 2025, the Kyiv District Administrative Court opened proceedings in case No. 320/11950/25.

In addition, LESHCHENKO & PARTNERS is defending the interests of the trade union as a third party in three more related cases – No. 320/9326/25, No. 320/9327/25, No. 320/9328/25.
