A new journalistic investigation by the Glavkom media outlet has revealed that officials declare vehicles at abnormally low prices – much lower than their real market value. This raises questions for both society and the National Agency for the Prevention of Corruption.

As a reminder, false declaration is an administrative or even criminal offence if it involves significant amounts. At the same time, according to Leshchenko, it is the NACP that must prove the existence of intent in the actions of the declarant, i.e. that he or she deliberately concealed or distorted information.

“The price may be objectively low if the car has been seriously damaged or imported from abroad at lower prices. However, the mere understatement of the value without reasonable grounds is already a potential ground for an audit by the NACP. If the value differs significantly from the market value, and the declarant knew about it, the agency may qualify it as an inaccurate declaration”
